		<description>I think the only way to make this work is for the development to be a funding source. For some organizations the development is the giant hole that they are pouring money into. It just become a question of do they fill the hole before the money runs out. If your R and D is a funding source, In other words you make a business case and make it work for every mission you fly and every test you do, the hole goes away. On top of that if you pull it off you will be very very good this business.

We are not always successful at this but that how we&#039;ve been working it so far. Although sometimes I think the independently wealthy idea wouldn&#039;t be so bad...  :)
